The proposal envisions two rental residential towers with an extensive public open space contribution, animating the streetscape between the two buildings. A 37-space daycare with generous outdoor area is included in this project. The proposal achieves the goals outlined in the recently approved Broadway Plan.

Reliance Properties and QuadReal Property Group intend to submit a rezoning application to the City of Vancouver in the fall of 2022 to redevelop 130 West Broadway within the vision and guidelines of the recently approved Broadway Plan (July 2022). The proposal includes two secured rental towers (28-29 storeys in height) on top of a commercial podium comprised of childcare, retail, restaurant and fitness space, a public open space, and below-grade parking. The application proposes to replace an existing building without any tenant displacement.

Preliminary Proposal

Location:

This project is located at 130 West Broadway, on the south side of West Broadway, between Columbia and Manitoba Streets. Onsite is a one-storey building that was occupied by Mountain Equipment Co-op (MEC), who have relocated to 2nd Avenue and Quebec Street. The existing building has no long term leaseholder or existing residential tenants.

The site is located within the Broadway Shoulder Area (East) neighbourhood sub-area of the Broadway Plan, which envisions a mix of housing, job space, public amenities, streetscape improvements including an active public realm, and a maximum height of 30 storeys in secured rental buildings.

The site is located on West Broadway between Columbia and Manitoba streets, and delivers on established priorities outlined in the Broadway Plan. The Plans call for increased rental housing, animation of the street, and mixed-use development.

Reliance Properties and QuadReal Property Group are proposing to build two residential rental towers atop a commercial podium. This new development will feature extensive community benefits and amenities, including childcare, street-level, pedestrian oriented retail spaces designed for cafe, grocery store, restaurant or fitness uses, and a large public open space.

Vancouver remains in an extensively studied and documented housing crisis, highlighted by demand far outstripping the supply for rental housing and as evidenced by the City’s continuing vacancy rate, and also by the 0.9% vacancy rate in the Mount Pleasant/Renfrew Heights neighbourhood (Source: 2021 CMHC Rental Market Report for Metro Vancouver).   

Broadway Plan

In July 2022, the City of Vancouver approved the Broadway Plan. Within the Broadway Plan, this site is characterized as the “Broadway Shoulder Area (East)”, which envisions a mix of housing, job space, public amenities, and streetscape improvements including an active public realm. This area is considered a “Choice-of-Use Area” allowing for a wide-array of potential uses.

The project aligns with the Broadway Plan Shoulder Area (East) through the following elements:

  • Building heights of up to 30 storeys for mixed use developments that provide 100% of their residential component as secured rental
  • Maximum density of 8.5 FSR for secured rental
  • Provision of new rental housing
  • Provision of at least 1 floor of non-residential uses above ground
  • Provision of continuous ground floor retail along Broadway Street
  • Fostering Broadway as a Great Street with improved sidewalks, street trees, continuous active ground floor commercial frontages, and places for gathering

If approved, the project will benefit the community through the creation of long-term, high quality homes and commercial space to accommodate new jobs and secured rental residential housing, with childcare and a publicly accessible park. Key benefits include: 

  • New Secured-Rental Housing: This proposal offers approximately 524 new high-quality secured-rental homes to Vancouver’s housing supply, which has a documented vacancy rate of 0.9% in the Mount Pleasant/Renfrew Heights neighbourhood (Source: 2021 CMHC Rental Market Report for Metro Vancouver).
  • POPS (Privately Owned Public Space): The proposal seeks to provide a publicly accessible open space at the plaza level that is easily accessible from Broadway and the Lane. The public open space is approximately 2/3 acres in size and sensitively designed to support a variety of outdoor activities. The public open space will have active edges at the adjacent buildings and generous access stairs along Broadway.
  • Enhanced Public Realm: This project aims to complement and build on the Broadway Plan’s vision of creating a “Great Street” along Broadway. By providing improved sidewalks, street trees, continuous active ground floor commercial frontages, and accessible places for gathering, the project aims to create a safe, inviting, and enriched public realm. 
  • Access to High Quality Transit: In addition to being well-situated close to transit which provides direct access to the surrounding region, the site is located on an arterial street, West Broadway, with many existing retail options for residents.

  • Childcare: The project provides a 37-space childcare facility serving the surrounding neighbourhood. This space will include indoor childcare space, as well as extensive outdoor play area with access to fresh air and sunlight.
  • Community Connection: Situated two-blocks from the Cambie Station, with access to the Canada Line and the Broadway Millennium Line, and located very close to several bus routes, this project allows residents and community members the ability to access anywhere in the Lower Mainland they want. Further, this proposal will provide 397 parking spaces, and over 1000 bicycle storage spaces.

Approximately 524 secured rental homes will be provided.

There is a strong demand for housing across the city, as evidenced by the 0.9% vacancy rate in the Vancouver and the Mount Pleasant/Renfrew Heights neighbourhood. From a rental perspective, the rental market is extremely competitive, and providing high quality rental housing close to transit is a major asset.

This project aims to build on the Guiding Principles for the Broadway Plan, creating a “Great Street”. New street design, development, public spaces, and businesses should contribute to an enjoyable experience for everyone. Following the completion of the Broadway Subway Project, Broadway is envisioned to become a very populated and visited area of Vancouver.

The provided rental residential homes are designed to suit a diverse range of residents and users with a selection of one, two, and three bedroom homes. The unit mix will provide needed housing for families by achieving the family oriented suite requirements of the Broadway Plan, complementing the onsite daycare.

Through design and construction the project will implement innovative strategies and best practices to produce a sustainable and resilient building for the benefit of future users and the surrounding community as a whole.

There is space for 37 children in the proposed daycare facility.

As the project is pre-application, we are still some time away from starting a daycare list.

A comprehensive traffic analysis will be completed, as required under the rezoning process. The development team has retained Bunt & Associates as the traffic consultant for the project to conduct a Traffic Impact Assessment. 

At this time, we are uncertain of closures required for construction. Any impacts will be communicated to the neighbouring properties to minimize disruptions and protect the safety of the public. 

QuadReal and Reliance are in the process of making a rezoning application to the City of Vancouver. Anticipated submission will be Fall 2022. This project has not yet been approved and will be subject to the City-led public process, which includes further public consultation, review by the City’s Planning and Engineering Departments and committees, and an eventual Public Hearing. 

Currently, the Broadway Subway Project construction is expected to be completed in 2025. We anticipate the opening of the Cambie Street Station to be the same. Please refer to the Broadway Project for more information.
